Kevin Hancock

Kevin Hancock brings over three decades of specialized expertise in Medicaid, Long-Term Services and Supports (LTSS), Managed Care, strategic planning, and program evaluation to his consulting practice. His distinguished career in the Pennsylvania state government includes key leadership roles, such as Special Advisor to the Secretary of the Pennsylvania Department of Aging, where he spearheaded the development of Aging Our Way, PA—the state's ambitious 10-year strategic plan aimed at enhancing the health, well-being, and quality of life for its growing older adult population.

In his role as Deputy Secretary for the Office of Long-Term Living at the Pennsylvania Department of Human Services, Kevin oversaw the implementation of Community HealthChoices, a Medicaid-funded managed care program for long-term services and supports with an operating budget exceeding $15 billion. Under his leadership, the program successfully expanded access to critical services while promoting independence and choice for older adults and individuals with disabilities.

Currently pursuing a PhD in Sociology with a concentration in Administration and Leadership at Indiana University of Pennsylvania, Kevin continues to deepen his expertise in systems transformation and leadership. Based in Harrisburg, PA, he leverages his wealth of experience to deliver innovative solutions for clients while contributing to the broader discourse on aging and human services.
